This monument, which is an icon of Rosario city, is located in Parque Nacional a la Bandera -National Park to the Flag-, on the gullies of Paraná River.
It is located in the place where in 1812 existed Libertad Battery, which, together with Independencia Battery, located in the opposite island; both were destined to stand in the way of the monarchist ships. In 1940 was entrusted the development of this monument in the Gullies of Paraná River, place where the Flag of the Argentine Republic waved for the first time.
Under the Tower of the monument, is the Belgrano´s Crypt, framed by a figure of the General made in bronze. The Tower counts on an elevator that conducts to a window, with a view pan towards the river and the city.
